On most maps, placement does not matter, however, on Endless Mode maps like The Flats, having multiple, tactically placed Cookhouses is paramount to preventing Starvation. People will eat from the Cookhouse regardless of whether it is turned on or off, so long as you have Food Rations available in your inventory. The only place they eat is at the Cookhouse, and when they check to see if they have eaten within 24 hours, if they haven't, they add the Cookhouse to their pathing while traversing from Home to Work to Home, depending on the time of day they become hungry. People do not eat at Resource Depots (storage only), Hothouses (gardens), Field Kitchens (food powered heaters), or anywhere else. This is fairly obvious to those of us who have played the game often, but I see threads with people still asking about it, so it needs to be clarified.

If you want to force people to eat during work hours, you can individually dismiss them from their workplace however, you will also need to pause/delete any higher priority tasks, else they will go do those instead. This will cause any hungry citizens or any citizens who haven't eaten in 24 hours to go and eat. If you want to force people to eat during off-hours, you can delete any roads you are making and pause any build/dismantle tasks.
